Son of Canon William Foxley Norris, vicar of Witney, Oxon, by Julia, daughter of Henry Thomas Monro, MD. Educated at Charterhouse, Surrey, 1873-7, matric. at Oxford (Trinity College) 12 October 1877, 3rd class theology and BA 1881, MA 1884, DD 1917, Student at Leeds Clergy School, 1881. Buried in Westminster Abbey.

Dean of Westminster from 1925 until his death in 1937. An exceptionally talented artist he wrote widely on Church treasures whilst Dean of Westminster.
A much respected cleric he died on 28 September 1937 and his ashes buried in the nave in Westminster Abbey.

Also, was a Trustee of Speke Hall, Liverpool: later passing to the National Trust.
